Video Shows White Louisiana Deputy repeatedly headbutting a black woman into the sidewalk | News
The White Louisiana deputy sheriff is being investigated for an alleged unprovoked assault discovered on video showing him abusing a 4-foot-8 black woman. ProPublica and WWNO / WRKF report.
In the video of the September 20 encounter, the Jefferson parish is seen holding Shantel Arnold digs her hair and bangs her head repeatedly on the sidewalk. One witness said the co-pilot exerted so much force that some of the braids ripped from her scalp.
Arnold, 34, weighs just 100 pounds and lost his left eye in a previous car accident.

Before confronting the officer, witnesses said three boys attacked Arnold as she walked down a street near her family’s home. Her family says she is often an easy target for neighborhood bullies.
One video purportedly shows the boys pinning Arnold to the ground and hitting her while others stand by and laugh. The assault ended when her stepfather kicked the boys away.
As she continued to walk home, Arnold said the deputy drove up to her in a patrol car. He asks her to stop and talk to him. But she refused. That’s when witnesses said the officer jumped out of his car and assaulted Arnold.
The sheriff’s office is conducting an internal investigation.
According to news outlets, members of the Black community have been complaining about decades of the Jefferson Parish Sheriff’s Office using excessive force and making fake arrests.
Their previously published survey found that Blacks accounted for more than 70 percent of people shot during the past eight years, more than double the parish’s Black population.
