The Supreme Court today approved measures proposed by the center for the creation of a new Enforcement Task Force and flight crews to ensure the implementation of air pollution targets across Delhi and the region. NCR.
The move comes after the Supreme Court questioned that despite arguments in court and various statements by the government, the basic facts about pollution have not changed and the Regulatory Commission This center’s Air Quality (CAQM) lacks enforcement authority.
The Center has now established a five-member Enforcement Task Force and has established 17 squadrons. The center plans to increase the number of fleets to 40 in the next 24 hours. The government informed the court today that the fleets have so far inspected 25 locations across Delhi-NCR.
The fleets will make surprise visits and inspections and include officials from the Central Pollution Control Board (CPCB). They will ensure compliance with rules such as construction bans, operating hours limits for industrial units, road dust control, etc. They will report to the Enforcement Task Force, which will meet daily on at 6 p.m., either physically or via videoconference.
Based on flight crew reports, the Enforcement Task Force will have the authority to order closures, forfeitures and financial penalties for non-compliance.
The control of the number of vehicles will be the responsibility of the state government.
The center said in its affidavit, “There are 124 border crossings to the NCT of Delhi. The relevant state government will ensure the deployment of teams from the Road Transport Departments of the States concerned together with the number of police officers needed at every border 24 hour entry point, rotational These teams will be responsible for ensuring that CAQM instructions are carefully followed. Each State Government’s supervisor will provide necessary assistance by deploying as many personnel requisitioned by the Enforcement Task Force.”
The enforcement task force will have five members. Dr. MM Kutty, Chairman of CAQM will also serve as chair of the Enforcement Task Force. The other four members of the task force will be Tanmay Kumar, Chairman, CPCB; Vibha Dhawan, DG, TERI; NK Shukla, Former Chairman, Madhya Pradesh Pollution Control Board and Member Ashish Dhawan, NGO representative member at CAQM. The Center said in an affidavit filed with the Supreme Court, “Any breach of responsibility by any member of the crew or implementing agency will attract disciplinary proceedings that may be may be deemed appropriate by the Commission by law.”
