City and Treaty One First Nation reach municipal services agreement at urban reserve site – Winnipeg
One of the biggest obstacles to developing the largest urban reserve in North America may soon be cleared.
The City of Winnipeg and the One Country Pact have come to a landmark agreement that will serve the Naawi-Oodena site – formerly the Kapyong Barracks.
It means municipal services will be provided at locations along Kenaston Avenue.
The agreement, known as the Gaawijijigemangit Agreement, still needs to be ratified by the city council.
The proposed development includes a mix of housing, commercial and cultural spaces, with room for 3,000 families.

One Country Treaty President Gordon BlueSky said: “The Gaawjijigemangit Agreement is a government symbol meant for government cooperation and respectful negotiations. “The agreement is an important step forward in expanding the leadership role of the One Country Pact in the Manitoba economy.”
Once the agreement is formally approved, lands will be added to the reserve and the One Country Pact hopes to move forward with development plans soon.
