Texas congressman submits bill to postpone HISA implementation until January 1, 2024
Representative Lance Gooden (R-TX-05) introduced legislation in the US House of Representatives on Tuesday that would delay the implementation date of the Horse Racing Integrity and Safety Act (HISA) from July 1, 2020. 2022 to January 1, 2024.
“I say because of all of our members, whose livelihoods are defined by horse racing, when I say that the application of this law is a welcome common sense. “HISA implementation to date has been inconsistent, contradictory, confusing, burdensome and difficult due to the failure to understand the actual conditions. A reasonable pause to allow riders in Texas and across the country time to work with HISA to fix these issues before any further harm is done for the benefit of all. People. We thank Representative Gooden for taking this first step.”
“The agency has created uncertainty and hurt the equestrian industry,” Rep. Gooden said. “State governments are best equipped to regulate their respective equestrian industries and I will not stand by while the federal government once again promotes a one-size-fits-all approach. chief.”
