The US Army announced four other Trading Agency deals with Mack Defense, Navistar Defense, Oshkosh Defense and the American Rheinmetall Vehicle/GM Defense group totaling $24.25 million.
Contractors will supply three prototypes of each variant for the Conventional Tactical Truck, or CTT, vehicle family.
Prototypes will represent their product for the M915 Long-distance Tractor and the M1088 Mid-Range Tractor; Pallet loading system (PLS); and Heavy Expansive Maneuverable Tactical Truck (HEMTT).

CTT is a Series of Vehicles to replace the M915 Line Haul Tractor and M1088 Medium Tractor; PLS; and HEMTT; take advantage of commercial best practices, lower procurement costs (economies of trade) and technology. Vendors will also provide digital designs of all variations and design studies for a demolisher. This rapid prototyping phase is intended to inform the Army whether commercial-based variants can meet military requirements. The CTT program seeks to reduce existing gaps in driver safety, autonomy, fuel consumption and predictive maintenance.
“The CTT effort brings an increasing level of standardization to the Army Tactical Truck fleet. This effort is reminiscent of the original Liberty Truck, a heavy-duty truck manufactured by the United States Army during World War I,” said Executive Director of the Combat Support & Combat Service Support (PEO) Program CS&CSS) Brig said. “It was designed by Quartermaster Corps with the help of the Society of Automotive Engineers in 1917 to help standardize the huge spare parts catalog and wide range of vehicles later used by the US military. It was the first officially standardized motor vehicle adopted and manufactured by the United States military. The CTT program can be considered the Freedom Truck of the 21st century, as it will also seek to streamline the Army’s supply, maintenance, and training requirements.
According to Wolfgang Petermann, project manager, Transportation Systems, PEO CS&CSS, the CTT program aims to redesign the fleet to integrate commercial technologies such as advanced, self-driving-ready driver assistance systems. (the foundation for future autonomy), fuel economy, exportable energy as well as predictive and predictive maintenance.
“This approach allows the Army to modernize at an industrial pace, integrating new technologies as they are developed. Additionally, ubiquity in the CTT family of vehicles will allow for open modular design and interchangeable repair parts across the entire fleet, resulting in a streamlined supply chain and reduced total costs. life cycle,” says Petermann.
Evaluation of the original delivered prototypes is expected to begin in early 2024. Using results from the prototype review, the program office, along with the Army Sustainability claims community, will presented the next Capability Development Document to the Army Requirements Oversight Board with a decision expected in fiscal year 2026.
Assuming the requests have been approved, the program office will then conduct a full and public contest; require suppliers to provide representative production facilities for test runs leading to contract manufacturing.
