Every week, TDN publishes a series of key official rulings from major racetracks in the four major racing jurisdictions, California, New York, Florida and Kentucky.
This is a bait about how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.
With the Horse Racing Safety and Integrity Act (HISA) taking effect on July 1, TDN will also post a series of HISA-related rulings in the same week.
CALIFORNIA
Follow: Del Mar

Penalty: $500 fine
Violation: Violation on drugs
Explainer: Coach Ian Kruljac, who started riding the GYPSY LYNN, finished first in the first race on August 21, 2022 at the Del Mar Circuit and GLENDALE finished second in the third race on May 21. August 2022 at Del Mar Racetrack $500 fine and half (1/2) score assessed under California Jockey Board Rule #1843.4 (Multiple Drug Violation) under Racing Board Rule #1887 California horse (a) (Trainer or Owner must insure Horse Condition) for violation of California Horse Racing Board Rule #1843 (a&d) (Drugs, Drugs, and Other Substances) and Rule #1843.1(b) (Prohibited Drugs – Methocarbamol [Class 4]).
KENTUCKY

Licensee: Shug McGaughey, coach
Penalty: Thirty-day suspension (15-day stay) and $500 fine
Violation: Violation on drugs
Explainer: Following notification from the University of Kentucky Equine Analytical Chemistry Laboratory, the official testing laboratory of the Kentucky Equestrian Commission and validated at the Veterinary Medical Diagnostic Laboratory y Texas A&M, model number R020613 obtained from Smokin T, 11th place finisher at Churchill Downs on June 4, 2022, contains 2-1-(hydroxyethyl)promazine sulfoxide (HEPS) at levels 61.2 ng/ml in urine (Type B). After waiving his right to a formal hearing before the Board of Directors, Claude R. McGaughey III is hereby suspended for 30 days and fined $500. Due to extenuating circumstances (number of violations related to the general record), 15 days will be served from December 5, 2022 through December 19, 2022 (inclusive). The remaining 15 days are upheld as long as no Class A or Class B drug violations have occurred in any racing jurisdiction within 365 days of this ruling.
