Line up all the ingredients needed for the recipe. Grind the rolled oats and fenugreek seeds into a fine powder and mix all the ingredients together. Add water to make the dough perfect consistency. Let stand for at least 10 minutes. Add the onion and curry leaves just before cooking. Heat dosa tawa and prepare thin, crispy, and tender oat dosa for breakfast.
